Rumors of ghastly conspiracy in Iraq

Apparently there is a rumor spreading in Iraq that Americans are detaining Iraqi drivers, secretly wiring their cars with explosives, and then telling them they have to drive quickly to a given police station to get their licenses back, whereupon they are detonated as "suicide bombers." The rumor is of course just as likely to be an insurgency psy-ops operation, in which case whoever thought of it probably got a promotion.
